Council reaffirms disaster emergency, approves water infrastructure spending

PA CARLISLE — Carlisle Borough Council reaffirms disaster authority, tables surveillance amid privacy concerns. Deputy Mayor Perry oversaw a 7-0 reaffirmation of the Borough's January 30 Disaster Emergency declaration, granting expedited procurement powers to address 14 water main breaks sustained during recent extreme cold. Council approved major water-infrastructure contracts: $297,200 to Herbert, Roland, and Grubic, Inc. for sanitary sewer rehabilitation, $71,812 to Pumping Solutions Incorporated for water treatment plant pump replacement, and $28,800 to Mr.
Rehab, LLC. for flow metering services. The body tabled a $45,750 multi-year surveillance agreement with Flock Safety after seven residents raised data-privacy and civil-liberties objections during public comment.
